Batou and Saito encounter one of the members of the previous assault team after infiltrating the platform, now borderline psychotic and threatening suicide.; Section 9 is assigned to infiltrate an off-shore maritime platform that has been taken over by anti-cybernetic terrorists and rescue a team sent in by another branch of government. Of interest is the fact that the terrorists seem to be led by the daughter of a leading cyber-prostetic manufacturer abducted sixteen years ago, who apparently hasn't aged since then.; The Major and Togusa attempt to capture the terrorist, only to find that she is a consummate warrior, and she doesn't have the cybernetic port implant in her neck that she had at age ten.; In separate encounters with terrorist forces, the two Section 9 teams learn one thing: The terrorists are more afraid of their leader than they are of dying.; Eka Tokura confesses how she manufactured the ultimate terrorist out of a need for vengeance against the terrorist cell that held her for sixteen years.; The Section 9 team attempt to link up with their support helicopter, provided the terrorists don't manage to shoot it down.; The Section 9 forces attempt to evacuate the platform with the SST agent, Eka Tokura and her companion with the terrorist forces now gunning for them.; Batou and Saito run a gauntlet of terrorist firepower to link up with The Major.; Batou and Saito disarm the psychotic SST agent.
