Alan pools resources to finance the services of a group of lawyers (known as the Crime Clinic) to investigate the Jeffers Loan Corporation, only to find out that Baldy has threatened all of the people who have taken out loans.; Alan Scott's promotion to announcer at APEX Studios leads the Emerald Crusader into a case involving an out-of-work lawyer, a decidedly crooked lawyer and a mental patient who claims he was cheated out of a $5 million inheritance.; The mysterious murders of several key individuals in the case brings the Master of Light into conflict with a weird crime boss named "Baldy."; After a direct confrontation with Baldy, Green Lantern discovers that this mysterious criminal is involved with a crooked loan racket, wherein the people taking out loans are hurt in some way so that they can't pay off the loan and their collateral can be seized.
