Cobra manipulates Action Force into helping them raise an island in the middle of the ocean and scramble to have it diplomatically recognized as a sovereign nation before the Action Force team can knock them off the rock. Despite Action Force's best efforts, Cobra Island is officially sanctioned and becomes off limits.; Cobra attacks Action Force's new aquatic base and Cobra tricks the team into dropping a bomb on an underwater fault line.
