A young man's father discovers "carbon light", which can pick up and move any object, no matter how heavy. When criminals accidentally learn of this invention from the Flash himself, the Scarlet Speedster, Joan and the young man fall victim to its strange powers.; A freak accident turns a meek scientist into a "human dynamo," and, in order to discover a cure, the scientist finds that he must steal large amounts of money to finance the experiments, so the Hawkman and Hawkgirl seek to prevent this while trying to help him.
