Enchantress uses the machine that Zemo used to create Wonder Man (see The Avengers #9) to turn one of Zemo's minions into Power Man. The two use tricks - and the Avengers' own internal discord - to make the Avengers appear dysfunctional. The City Council orders them to disband!; Forced to disband the Avengers, Hawkeye, Quicksilver, and Scarlet Witch cannot find work until the Ringmaster hires them.
