Spidey and company try to rescue two New Mutants who have been captured by the mob who are trying to use designer drugs to re-create the scenario that brought about the powers of Cloak and Dagger.; Petey assists a visiting scientist in a chemistry experiment at his school and, thanks to Flash's trickery, almost blows his face off, thus creating one of the most vile villains the world has ever known.
