The Legion discovers that a reformatory that a young criminal ran away from is corrupt, in that the Warden and guards keep the money appropriated for the care of the inmates, who are systematically starved, overworked and beaten.; Paul Dennis is approached by a group of "businessmen" who are willing to buy all the scrap machinery in an abandoned factory that Dennis owns. However, it's Robotman that sees the connection between this offer and a string of scrap metal robberies that have been occuring.
