Casper receives a call for help from Algiers on his short wave radio. He finds that the sheik of Tamarana, Owadda Bubu, has been imprisoned by a man who has been made up to look like him and is taking his place. Casper helps him escape, but they are pursued by S.M.O.O.S.H.--Spy, Mayhem and Outrage Organization and Spook Hunters.; Casper and Owadda Bubu make their way back to Tamarana, hounded by S.M.O.O.S.H. agents.; Casper figures out that what the S.M.O.O.S.H. agents are really after is uranium, and traps them with the aid of radioactively-painted watches in Owadda Bubu's cellar.; Nightmare tries to pass as a normal horse, but decides it's not for her.; Casper visits a ghost couple who have a new baby.
