Casper and his friends try to organize a Cub Scout den.; The Cub Scouts find a circus in hopes of getting a tent from which to make a uniform for Thumbo, but everyone but the owner has been put to sleep by a witch.; Casper finds the witch who put the circus performers to sleep and she gives him a hint about how to wake them up.; Wendy turns a circus tent into a uniform for Thumbo. The Cub Scouts perform some circus acts, and as a result the witch's spell is broken.; Stumbo finds a note from Thumbo about joining Casper's Cub Scout den.
