Green Arrow and Speedy head to Death Valley, California to stop Professor Merlin from stealing gold stockpiled by an old prospector.; The Kid and Stripesy head for the Panama Canal Zone to prevent the Needle from stealing a ray-gun weapon from its inventor.; The Crimson and Wing must prevent Big Ceasar from carrying out mass robberies in Times Square under the cover of darkness.; The Shining Knight travels to the Valley of Wamona to prevent the Red Dragon from stealing a large supply of pitchblend (radium) from the local Indians living there.; The Western Waddy travels to the glamor and glitz of Hollywood to foil the evil plan of the Dummy to kidnap some important people, pretend to turn them to stone, then try to extort money from people before "restoring" them back to life.; The nefarious Hand, believing that he has only one month to live, organizes a group of master criminals, the "fingers" of his hand, to commit crimes, and challenges a newly organized band of heroes to the greatest criminal chase the world has ever seen.; Seeing that his plot has failed against the Seven Soldiers of Victory, the Hand decides to take them all on at his own home.
